Reports have it that the Nigeria Immigration Service (NIS) has failed in its duty of taking charge of a sensitive national security project which is also known as the Combined Expatriate Residence Permit and Aliens Card (CERPAC).
Investigation showed that the project which should be handled by the NIS was intercepted by an Indian company with the name Continental Transfer Technique Limited.

Information had it that the Indian firm failed to carry along the NIS by being the only manager of the sensitive national security project. It was made known that the firm is also in control of the sales of residence permits to foreigners. The firm sells the permit for $1,000 (about N250, 000) which can be used for 2 years before it is renewed.

Issues related to the security of the country is a major challenge. Just of recent, the discovery of the arms and ammunition was revealed by Colonel Usman Abdul, the deputy director of army public relations. This is in a bid to stem the tide of insecurity out completely.
According to The Punch newspaper, it stated that: “The CERPAC project was for the automation of the issuance of residence permit (Green card) as well as Aliens Registration (Brown card) to expatriates who are either residing or working in Nigeria or visiting for long periods (that is beyond 56 days) and seamen who stay ashore beyond 28 days.”
Further investigation confirmed that the Ministry of Interior awarded the contract in 1999, which later took of in May, 2002 following the installation of materials by the contractors to kick-start the project.
