According to The Punch, only a handful of
council members were already in the hall for
the meeting slated for 10.00 am at the time
when the president arrived.
President Buhari noted the absence of most
of the council members immediately he
stepped into the hall. He asked members in
attendance to recite the National Anthem.
As of the time the meeting started, only
about 19 out of the 36 ministers were in
attendance.
Those in attendance include Winifred Oyo-Ita,
the Head of Service (HOS) of the Federation

meet with members of his cabinet when
necessary.
The meeting which is supposed to be
presided over by the president and the vice
president would also include ministers, chief
of staff to the president, secretary to the
government of the federation, national
security adviser and the head of service of
the federation.
